⚖️ Where Are Aquatic Turtles Legal? A State-by-State Guide

Aquatic turtles are amazing pets — but they're not legal everywhere. Here's where aquatic turtles are banned or restricted in the US, Canada, and around the world. Laws change and cities add their own rules, so always confirm with your state, province, and city before bringing one home.

US states with bans or restrictions

• Oregon — Banned. Oregon lists the red-eared slider as a prohibited invasive species — you can't keep, sell, or transport one without a permit. See Oregon Fish & Wildlife.
• Florida — Permit usually required. Florida regulates the red-eared slider as a "conditional" nonnative species; keeping one as a personal pet generally needs a permit and proper caging (some color morphs are exempt). See Florida FWC.

Other countries with bans or restrictions

• Iceland — Banned. Iceland doesn't allow pet reptiles, largely to protect its isolated island ecosystem and animal-health status (reptiles can carry salmonella).

Find your state below. "No statewide ban" is not the same as "allowed where you live" — cities, counties, landlords and HOAs add their own rules on top of state law, and those are what catch most families out. Where a state is restricted, the reason is in the list above.

The FDA "4-inch rule" (all US states)

Since 1975, the FDA has banned selling pet turtles with shells shorter than 4 inches because tiny turtles are a common source of Salmonella in young children (who are more likely to put a small turtle in their mouth). It's a rule about selling baby turtles — it doesn't by itself make owning a larger turtle illegal. Whatever the size, always wash hands after handling a turtle or cleaning its tank. Turtles around the world

• European Union — The red-eared slider is listed as an invasive alien species of Union concern, so selling, breeding, and releasing it is restricted across the EU.
• Australia — The red-eared slider is a declared pest that's illegal to keep without a permit; native freshwater turtles need a state wildlife licence.
• Singapore — Unusually, the red-eared slider and Malayan box turtle are the two turtles allowed as pets.

Everywhere else

In places not listed above, aquatic turtles are generally legal to keep as pets — but counties and cities sometimes add their own restrictions, and a few places require permits. A quick call to local animal control (or a search for "aquatic turtle laws" plus your city) is always worth it before you fall in love with one.

2. Then check your city or county. Local governments often add their own pet rules on top of state law, even where aquatic turtles are legal statewide.
3. Ask about permits. Some places allow aquatic turtles only with a permit or license — a quick call to local animal control will tell you.
4. Renters and HOAs: your lease or homeowners' association can restrict pets that your state actually allows.
